The City and County of Denver does not currently have a lighting code.
The Denver Zoning Ordinance has a definition of Glare, Section 59-2 (129.1):
"The sensation produced when a source of light in excess of 1650 lumens is directly visible or light that is so bright that it causes annoyance, discomfort, or loss in visual performance."
The city’s existing regulations are broadly worded and open to interpretation. Proposed regulations will increase safety by creating even and uniform lighting, protect the unique character of Denver, encourage sustainable development and provide a consistent standards for all development and for handling complaints. The latest proposal is to have lighting standards controlled through the amendments to the Zoning Ordinance.
